Eligibility Criteria

To apply for public housing, the following conditions must be met:

  • Age Requirement: Applicants must be at least 18 years old.
  • Residency Status: Applicants and their family members must currently reside in Hong Kong, possess the right to land in Hong Kong, and their stay must not be subject to conditions of stay (excluding conditions related to the limit of stay).
  • Marital Status: All married persons must apply with their spouse (except for those who have filed for divorce in court, whose spouse does not have the right to land in Hong Kong, or whose spouse has passed away).
  • Income and Asset Limits: The total monthly income and total net asset value of the applying household must not exceed the limits set by the Housing Authority.
  • Residency Duration: At the time of application, at least half of the family members listed on the application form must have lived in Hong Kong for at least seven years, and all members must still reside in Hong Kong.
  • Property Ownership: Applicants and their family members must not own or co-own any residential properties in Hong Kong or hold any interests in such properties during the application period.

Note: If all household members are elderly aged 60 or above, their net asset limit will be twice the above limits.

Application Method

1. Online Application

Applicants who have registered for "iAM Smart+" can submit their public housing application forms and related declarations online through the Public Housing Application e-Service using digital signatures.

2. Mail or Submit Application in Person

Applicants should complete the application form and submit it, along with all relevant supporting documents and declarations, by mail or in person to the Housing Department's Application Subdivision within three months.

Application forms can be obtained free of charge from the offices of public housing estates, the Housing Department's Application Subdivision, and the District Offices under the Home Affairs Department. They can also be downloaded from the Housing Authority/Housing Department's website.
